If RCN is in your neighborhood, you can get a static IP, no port
filtering and no service restrictions for a $20 addition to
whatever bandwidth level you select.

If you suitably close to a CO, Speakeasy's DSL service will be
a bit more expensive but similarly open.

If you are willing to pay through the nose and you live in the
right place, Verizon FIOS business accounts offer much the same
things. Note that you will need to watch them like a hawk on
installation day to make sure that they don't rip out your
existing copper lines...
