Follow the procedure here:

to make a USB stick that boots a small gparted environment (it's
non-destructive to existing files on your USB stick.
Boot from the USB stick, then shrink the windows partition to whatever size
you want.
Then add partitions, boot the Fedora Install CD, and away you go!

PS: many people, including myself, have successfully used gparted without
loss of data. But it's always wise to have a backup...
