Put them in ~/.ssh/config:
-----
Host *
Compression yes
ForwardAgent yes
ConnectionAttempts 3

Host external.place.org
LocalForward 12345 localhost:12345
LocalForward 12346 localhost:12346
-----

After that, both tunnels will automatically be set up when you
do "ssh external.place.org".
