not exactly sure what you mean here -- the ownership and
permissions of the relevant files (listed above) are
identical on my ajacent desktop nuc10, also running fc29,
where apache finds and displays /home/moylan/www/welcome.htm
with no problem, whereas the laptop does not.

could you elaborate?
