[Discuss] Post-keysigning procedure for signing keys

In the past, the recommeded instructions for signing keys after the annual
BLU keysigning party used a bash script I had written ages ago.

There's a much improved perl script in the Ubuntu adn Fedora repos called
"caff", which is part of a pgp tools package.

To install it on debian, ubuntu, or other apt-based distrubution:

    sudo apt-get install signing-party

To install on Fedora, Red Hat, CentOS, or related rpm-based distributions:

    sudo yum install pgp-tools
or
    sudo dnf install pgp-tools

The pgp-tools package is in the base Fedora repo. For CentOS, Red Hat, and
others, the package is in the optional EPEL repo.

Instructions for using caff are in the debian wiki, at

    https://wiki.debian.org/caff#Usage
