In principle, everything that supports dynamic frequency scaling has a 
mechanism for adjusting voltages. In practice, whether or not the M/B 
firmware exposes these options to the user varies widely. I have a bunch 
of servers and workstations that have Supermicro boards that expose 
voltage options. I don't think any of my Dell servers do the same.
