[Discuss] Error appearing on webpages

I'm guessing the server has been reinstalled with stricter warnings
configuration than before (E_STRICT). I would suggest fixing the
source of the warning instead of disabling E_STRICT. If you can post
the code around smf_out.php line 47, we might be able to help further.
