[Discuss] port forwarding for a Tornon-exit relay

There could be a few things happening.  You only need to port forward if
NAT is happening.  You probably want to do something with uPnP to set
that up in a semi-router-agnostic way.

Otherwise, there could be multiple layers of firewall (the host, the
routers).
