[Discuss] Setup An SVN Repository server

A valid point. If you're stuck with it then you're stuck with it. 
Unfortunately, while setting up SVN isn't difficult per se it isn't 
nearly as simple a process as setting up the equivalent with Git.

Regarding distributions, none are better than others in terms of just 
getting Subversion deployed. Pick what fits your needs.
