Phone calls are unencrypted going across the same public networks.  Even the IRS acknowledges this - I called them to have them fax me something, and they made me sign a waiver and consent to transmit across the insecure FAX communication channel.

But you can always verbally pick two random large prime numbers to construct a private key ...
