Clarification:  

"offload the build process to the laptop" means people don't use VNC or anything else to connect to servers remotely.  They actually perform the build locally on their laptops.  There are lots of pros and cons of moving to laptop-centric workstations, hence "there are a lot of reasons people might not want to do that."
