Well, you could, but the deck is massively stacked against any
legislation that might do that.

It can be an interesting thought experiment. All or most of our last
recession could have been avoided if there were limits on the size of
investment banks, for example.

The strongest argument against not having an upper limit on the size of
corporations is that it would place US companies at a disadvantage on an
international playing field.
