changing window placement behavior



This is not a function of GNOME or KDE but of your window manager.

Metacity, GNOME's default window manager, is notorious for dodgy (read: bad) window placement behavior on dual screen configurations and the developers refuse to accept code changes or even admit that there are any problems.  Your choices are to run a patched version of Metacity (google for patches) or use a different window manager that can be configured to behave the way you want.
