Ubuntu 9.04 to 9.10 Upgrade script extremely inefficient (downloads from the internet, ignores local CD image)

I think you're complaining about network performance, not the upgrade
process (which btw is one of the most seamless out there).  Especially
if you're using the default mirrors, which were very busy due to the
release yesterday...
