Not strictly true, in that if you set up a WAP you and your neighbors
can share the same connection and split the bill.  Comcast would
effectively lose out on at least one subscription that way.  You might
also provide a filtered email service, bypassing the ISP's email, and/or
web space.  From what I can recall, if you use their web space and go
over their quota you pay them extra $$; they would rather make sure they
get the money and not you.
