it is 6/1/2008 16:24:10 by my atomic watch. 

I think that Comcast claims either 3 or 6 Mbps down and not sure what 
it claims up. I have not seen any guarantees in writing. But from my 
experience, normally the bandwidth has been reasonably good.  The 
problem with the speed tests is that they will generally be high 
because of speedboost.
