700 mgz band

So it appears that the 700 mgz band that google got the FCC to agree to make 
public finally was bid and got above the threshold so to speak so the deal 
will go through. What does this mean for potential consumers and what not. I 
was hearing talk about how now phone companies will make cell phones without 
any particular carrier in mind, but I thought that those frequencies were 
far far higher then the 700mgz band. Anyway, i'm curious what you people 
think about it. ~Ben
