There's Desktop Manager:

I've used it; it works reasonably well. 

Codetek Virtual Desktop had this feature (and focus-follows-mouse!) a few 
years ago, but I haven't played with it recently. 

There are a few other open source projects that I can't recall right now that 
do this as well, but I think Leopard is supposed to have this built in, and 
the hobbyist efforts seem to have slacked off.
