Telco switches to Ubuntu from RHEL for one reason...

I'm assuming they were comparing current Ubuntu to RHEL4 that was initially 
released in early 2005, since RHEL5 has yum, which is pretty much identical 
to apt in terms of "ability to install new software seamlessly".
