Galaxy Internet Services?

I'm intrigued that they offer FIOS. Given the speed levels they offer
(identical to Verizon's offerings) and the expense to build a FIOS network, I
guess that they are using Verizon's network. I was not aware that Verizon was
allowing 3rd party providers onto their fiber. Anyone got more insight in
this?
