[OT] Simple Website Tool

Sorry to ask a newbie question...

My wife needs to create and maintain a small web site for a school PTO.

For now she needs a basic template that applies to about six pages of text.
The template will have a header, and navigation menu down the left.

I'm looking for a very simple to use solution that will require little or no maintenance on my part.

Currently I'm thinking a quality wiki or low-end CMS available from a low cost ISP. Any simple to use suggestions or other options spring to mind?

For the moment I've got Nvu going. But the template support is flawed, and it doesn't play well with php. It also requires her (or me) to monkey with web site layout, where she would rather just work on the content.

Thanks a bunch for any helpful responses of any sort.
