Could comcast be blocking port 6667 outbound?

Sorry but the evidence is to the contrary.  There have been numerous
instances of Comcast selectively blocking ports (both inbound and
outbond) in many of its service areas.  These have been documented
recently on this list and in other forums, and have been confirmed by
Comcast personnel.  If you haven't experienced any port blockages in
your neck of the woods, good for you, but please don't make assumptions
and statements that the same is true for everyone else in Comcast's
service area.  This really does not help people who are experiencing
interruptions in services they are accustomed to.
