Not every community has their own telephone central office. Off the
top of my head, the following Massachusetts towns do not have their
own COs:

Dudley
East Brookfield
Lancaster
New Braintree
Paxton
Royalston
Southboro
Sutton
West Brookfield

Local involvement in telephone company operations is next to nothing.
