Windows audio problem

Ed's problem is specifically in Windows on his dual boot machine. It
works fine in Linux, however I told him to check his mixer settings. 
I suspect his problem is related to CPU, the Windows multi-tasking
method, and the other issues brought up by Derek, Mark and others.
