Not necessarily -- in my case I've got 192.168.x.x addresses for local
use, and my ISP assigns other addresses for external access.

Hence the suggestion to use `ifconfig -a`, which might have the public
facing interface. You're right that if she's using NAT behind the
firewall, then machine may not be aware of the external address, but on
the other hand there are other possible configurations :)
