I have a NATing DSL box with its DHCP server turned off, and my
basement server is the DHCP working server.

Looking in my logs for my server I see the following entry every
5-minutes:

  Jul 18 12:28:13 borg dhcpd: DHCPREQUEST for 192.168.1.101 from 00:10:dc:2f:cf:bf via eth1
  Jul 18 12:28:13 borg dhcpd: DHCPACK on 192.168.1.101 to 00:10:dc:2f:cf:bf via eth1

That's the Tivo.  And I think that's the way it looked when it was
working too.
