H1B

I was wondering if anyone had heard about a speech at EMC with
Governor Romney in the audience trying to justify H1B's. According
to a friend the speaker said that the H1B program had to be maintained
because it was still difficult to find qualified software engineers in this
country.
So I was wondering if anyone else had heard about this.
