That is exactly what some people in my wife's home town of Cork Ireland
are trying to do:

There are also efforts in other Irish cities - because consumer 
broadband is not available in any affordable form. Also even the
cities outside of Dublin are not very large. I know that 
some people from the Cork LUG are involved with this effort. 
Quite interesting - next time I am over I will try to find
out more info and see if I can get on the WAN to see how well
it works. Cool!
