Apache Server Configuration as Root

Hi all,

I intend to setup an Apache Server with root access. That is, users accessing the server could create or delete files in the server.
How do I do that?
When I changed the httpd.conf file to user root and group root, I received an error asking me to configure for -DBIG_SECURITY_HOLE in the src/Configuration file. The problem is I've already done that. Did I miss anything?

Regards,
zoqix
