CAD packages for Linux

There haven't been any suggestions.  I did correspond with the QCad folk, 
who explained to me that I was mistaken in my understanding of scaling
(see attached).  But I still find the QCad interface quirky and non-intuitive.
I suppose one can get used to anything...
