What's the lowest cost per-page?

Greetings,

yesterday I went tot the store to pick up a new ink cartridge for
my DeskJet 722c and was quicky reminded what a racket HP has charging
$24 bucks a pop. And that's a good price! At CompUSA they're usually
$28 to $30.

Anyway, that brought up a question. What's the best printing device
these days when it comes to cost-per-page? Is laser printing a
better deal? How about Cannon & Epson?

Can I refill these things?
