Linux Limited Access User Account



Is there a way to create a limited access user account on Linux?  I'm
running RH6.0 and would like to create an user account with telnet capable,
but the user may only access what available in his/her home directory.  My
first thought is to set PATH to only his/her home directory, and then
disable top level directory navigation, that's is to disable the "cd
/[directory]" command.  However, I don't know to whether it's possible to
disable top level directory navigation. Any hints/helps are greatly
appreciated.
