Linux and Unix cache all IO. You need to mount the floppy after it is inserted into the machine and unmount the floppy before you remove it. 

I would recommend using mtools rather than mount and unmount for this reason. With mtools you can refer to the floppy the same way you refer to it on DOS:
mcopy a:/foo ~/fubar/foo
