New jobs page ready for trial

TWIMC,

The new "jobs" web page is ready for trial.

Please take a look at http://www.blu.org/jobs.  At present, only the 
"agency" section has
any entries, but they'll all look the same.

We're still working on a "submit" method, but I thought you'd like to 
see the look and feel. Please let me know what you think.
