The meaning of "AppleTalk" was changed in 1989, and this makes for substantial
confusion.  Until 1989, "AppleTalk" referred to what is now known as
"LocalTalk," the 230.4 kbps serial serial system used originally to communicate
with printers.  After 1989, "AppleTalk" refers to the whole protocol stack up
through AppleShare and Apple Filing Protocol which can run over LocalTalk,
EtherTalk, and TokenTalk.

You can use IP over LocalTalk, although it would be slow.  Encapsulating (new)
AppleTalk into IP would allow tunneling through IP networks, and this might
have some uses.  However, encapsulating IP into (new) AppleTalk would be fairly
ridiculous.
