disabling login or ftp for single user?



Is there any way to selectively disable *either* login (rlogin/telnet)
or ftp for a single user?  I would like to do the following:

- allow ftp for a user but disallow remote login (and even local login).
- allow remote login for a user, but disallow ftp.

The only mechanisms that I am currently aware of are in the /etc/ftpaccess
config file (used by ftpd), where you can prohibit incoming ftp from a 
specific hostnames/IP address.
